Environmental & Engineering Managers Ltd. (EEM) is a multidisciplinary engineering consultancy based in Kingston, Jamaica. We specialise in delivering innovative, regulatory-compliant solutions that support sustainable growth and infrastructure development across the Caribbean.
Founded in 2001 by engineers Ianthe Smith and Ernest W. Smith, EEM was created to meet the growing need for integrated environmental and engineering services in the region. History
Environmental and Engineering Managers Ltd. (EEM) is a wholly owned Jamaican company incorporated in 2001. The principals of the company, Ianthe and Ernest Smith together have over 50 years of engineering experience.
EEM is an engineering consulting firm, registered with PERB, that offers a wide range of engineering and project management services in the environmental, civil, electrical, energy management and telecommunications fields.

Ernest W. Smith, P.E
Managing Director/Principal

Ernest has held Executive Management positions within Jamaica’s Electric Power Industry (JPS) as well as its Telecommunications Industry. Ernest is a Registered Professional Engineer with over 40 years of professional experience.
He has practiced as an Electrical Design Engineer and Engineering Manager. Ernest is now Principal/Managing Director of Environmental and Engineering Managers Ltd and provides services as an Engineering Management Consultant and Lead Consultant for multifaceted projects.
As a Canadian Commonwealth Scholar in Engineering, Ernest obtained a Master of Engineering degree, M. Eng. Engineering Management from the University of Ottawa, Canada. He also holds a Master of Engineering degree, M. Eng in Regulatory and Policy (Telecommunications), and a Bachelor of Science degree, B.Sc. (Hons.), Electrical Engineering, both from the University of the West Indies, St. Augustine Campus, Trinidad & Tobago.

Mrs. Ianthe Smith, P.E
Director/Principal

Ianthe Smith is a Jamaican national and an Environmental Engineering Consultant. She has a BSc. in Civil Engineering (1986) from the University of the West Indies, St. Augustine, Trinidad. In 1994 she graduated from the University of Toronto, Canada, with a Master of Engineering degree in Environmental Engineering, being the recipient of a CSCE / CIDA scholarship.
Mrs. Smith’s education also includes Project Management Training from the University of New Orleans (Jamaican Chapter) and Indoor Air Quality Assessment training from the Indoor Air Quality Association (IAQA). She is a trained and experienced Environmental Management Systems (EMS) Lead Auditor and also has Quality Management Systems and HACCP training.
She worked with the Natural Resources Conservation Authority (NRCA) (now the National Environment and Planning Agency (NEPA)) from 1994 to 1998 where she was the Senior Director of Pollution Control and Waste Management. While there, she was instrumental in the development of environmental standards and legislation and worked with industries regarding the establishment of systems to manage their waste to prevent pollution and deterioration of the environment. She also played a lead role in the development of the permit and licence system for new projects that are likely to have adverse impacts on the environment.
She has been an environmental engineering consultant since 1999, served as Managing Director of Environmental and Engineering Managers Limited from its inception in 2001 until 2016, and is currently a Director of the company.
Her expertise includes development of national policies related to environment and sanitation, Environmental Impact Assessments, Environmental Audits, Indoor Air Quality Assessments, Water and Wastewater Engineering, Solid Waste Management, Project Management, Implementation of Environmental Management Systems (EMS) and Planning and Controlling Construction.
Mrs. Smith has a strong work ethic and commitment to national development. Throughout her career she has demonstrated the ability to work with private and public sector leaders to successfully achieve objectives towards improved environmental management and sustainable development in Jamaica.
Andre Smith
Chief Technical Officer
M.Sc.; B.Sc.
Andre Smith is an Environmental Scientist and the Chief Technical Officer at Environmental & Engineering Managers Ltd. He is a recipient of the New Zealand Development Scholarship and holds a Master’s degree in Environmental Management (2018) from Massey University in New Zealand.
He also has a Bachelor of Science in Marine Biology (2013) from the University of the
West Indies. André leads a wide range of environmental assessments and regulatory submissions, including Environmental Impact Assessments (EIAs), Feasibility Studies, Compliance Audits, ISO 14001:2015 EMS Audits, and long-term monitoring programmes.
He has contributed to several national projects, including EIAs and ambient water quality and trade effluent assessments conducted in alignment with NEPA and WRA requirements.
André’s technical expertise includes Geographical Information Systems (GIS), remote sensing, drone surveys, working with a variety of environmental monitoring instruments, and digital reporting systems. His work spans indoor air quality, noise and lighting studies, hazardous waste management, and the preparation of environmental permit and licence applications across multiple NEPA and WRA categories.
He has also developed cloud-based compliance and workflow tools that have enhanced EEM’s operational efficiency and supported clients in meeting their regulatory requirements. André is known for translating complex scientific and regulatory information into clear, actionable guidance that supports sound environmental decision-making by clients and stakeholders.
